SMALL BUSINESS / ENTERPRISE BBBEE
INTRODUCTION
Small enterprises make up the bulk of South Africa’s economy. They employ many people and contribute significantly to the Gross Domestic Product. Because BEE is felt to be onerous, Policymakers do not wish to be seen as stifling entrepreneurship at this level. On the one hand, white-owned small enterprises tend to be mainly family owned. Such owners are often not willing to sell all or part of the ownership of their businesses to people outside the family. It is therefore highly likely that these businesses will score poorly on ownership. They may however have opportunities to score points by employing black people, developing the skills of black people, buying from black suppliers and helping black enterprises.
